The GitHub repository shows it's GPLv3, but the zip archive only has compiled assemblies. :steamthumbsdown:

Personally I would just copy the stats of the default mace and then add components to the crafting recipe

I always felt the weapon did very little damage. What values would you recommend?

After using this weapon, I have to say it needs a damage increase. The way rimworld does melee verbs, the attacks of this weapon are considered weaker than practically any bionic or genetic claws. This means most of the time your pawns won't actually strike with the weapon and equipping it is pointless.

You can keep the DPS low by increasing the time between swings, but as long as it's not the highest damage melee attack a pawn has available it falls into the less desirable verb pool which is only used 25% of the time.
