Remember that when you add custom images you have to give a path relative to the mission folder. Right now game tries to find some mission.jpg file that's on your C:\User\Downloads folder. Instead you should put it at least where your mission.sqm file is and change that path to just "mission.jpg". Or make a folder inside like "images" and change path to "images\mission.jpg".
