the way the mod works is that it basically creates divisions templates -which you can modify, just like any template- and uses the template to spawn a division when you click the decision. So if you modify a template to whatever you'd like and then use the decision to spawn this specific template it will spawn your custom one instead.
Regarding the idea of having savable templates, there's nothing in HOI4 that allows you to do that, since what you can or cannot add to your template is define by the xp you have, the researches you've done and sometimes the country you play, PDX didn't implement anything in the game to allow the player to import previously define templates, and tho it might be possible to do, I honestly am not competent enough at modding this game to do this. (Sorry to disappoint you)
