I was wondering why on earth Yemen of all countries able to use all 25 of building slots then I checked your code. Man you let the AI has insane industry now.

@snaiper195 I've actually had similar ideas before, freeing the game from the focus trees by maybe a foreign policy mechanic similar to vic3

@emredogruel My mod will be made up from 10 other mods (a few more will be added if I will get permissions) and some of my stuff to make it all work together. The main point of the mod will be to make HOI4 fun without focus trees thus making the game free of linearity.

maybe you could take Poo man into consideration and split the mod. 1 for all countries including majors and 1 for just nations with the generic focus tree.

Suggestion, while balancing it is good, I think we should be free to do whatever we want, I suggest you don't add a limit and let us use this with major powers too!

It honestly should return the manpower when the construction is over. I know it's the "cost" but the cost is equally removing potential soldiers from being deployed. And... it would be realistic.

itd be cool if you could add decisions for these but have them take away recruitable pop% instead of manpower, as well as decisions to get the recruitable population factor back with temporary factory output debuffs or something idk great mod tho :D
