That sounds like a unit caps issue, which this mod does not touch. You will likely encounter similar issues when recruiting Tomb Kings units. This mod does not alter unit limits as that can be a serious balancing concern, which different people will likely have very strong feelings about.
It allows you to recruit units that are available to them from their current recruitment pool (based on what buildings they have). The base game limits this quite severely for some factions

Yes, though you'll want to use a unit caps mod to get expected behavior. I don't include that here to avoid mod conflicts
As in the base game, you can recruit units from a faction you have an outpost with if that faction builds the recruitment structure associated with that unit. What this mod does is remove restrictions that would otherwise prevent you from recruiting units outside of the most basic units. It will not work on mod units as they are not in the table I have added, but a mod like this is trivial to imitate or extend as needed

This mod only affects units from the base game, and will not function with mod units as they are not in base game unit lists

This is a known issue, unfortunately. Warriors of Chaos use a different recruiting system (warbands), which causes WOC buildings to not grant permissions for allied recruitment when built. I can't amend this issue without potentially breaking mods that affect buildings, and the change I use in a private compilation mod to address this causes it to duplicate unit cards on buildings, which looks absolutely hideous (it shows the unit once for "available for warband recruitment" and once for regular recruitment when I do that). I had included this explanation in the original mod description in case anyone could find a way around it, but people found it to be confusing so I took it down.
TLDR: The mod grants permission for any allies to build any one of your units, but your buildings still need to make the recruitment of that unit available through normal means (gifts of Chaos, etc. will not work)
Yes. I didn't mess with caps here because there are many mods for that, and it has a huge effect on balance (especially for Chaos Dwarf units and Tomb Kings)
The latest update does not affect this mod, so it is still up to date
I just tested with a couple computers and it appears to be working on my end, both with and without other mods. What issue are you having?
This mod unlocks units for recruitment when you have an outpost at an allied settlement. Normally, there are restrictions on what units you can recruit in this manner, and this mod removes those restrictions. This mod was a much bigger deal when the game originally came out, as it was not possible (at the time) to recruit DLC units from the Skaven. (As an example, the poison wind mortar)
If you are not noticing a difference, it is likely that the faction you are recruiting from had few restrictions on them in the first place
This mod only covers unit recruitment. No heroes or lords.
I have not had any issues with adding it mid-game
When you have an outpost with an ally, you can recruit any units that come out of their buildings (anything they would be able to recruit). There are a few exceptions (can't recruit from daemon gifts, etc.)
The base game normally only permits the recruitment of a small selection of units instead of all of them

Recommendation for your 2nd mod!! (i see a lot of asks on discussions). A true "recruit all the things"!! Not just allies. Maybe via the outpost mechanism? We had dogs of war for TWWII.
Really would create a true sandbox for people to build amazing (note lore friendly) mix and match armies!!
But I'm guessing no, you can't, as they're not usually part of the allegiance system anyway.
