We are still working on update 1.7. If everything works out, this should roughly double the number of units for the Empire. Once they are finished, we will start to work on Bretonia.

Yes, Bretonia will receive content after the Empire is finished. Kislev is on the list after them.

The Bretonia units are still prototypes and will be properly reworked later. For now, they are just there to have some fun and as a preview what will be worked on in the future.
I would recommend playing with something like SFO. This mod isn't balanced for it, so your units have way less health than anything else. On fully maxed ai bonuses, orc boys mulch any and all infantry you have if they make it into melee (which they might because of far higher health pools)
The Maintenance Depot has the ability to repair nearby vehicles. We can't let it spawn tanks, vehicles or aerial units, since this would be a guaranteed crash of the game. This was the original plan and we really tried everything we could to make it work, but it is just not possible.
You need a certain technology from the military tech tree. Most units are unlocked with one of the techs, just check the descriptions in the tech tree.

We plan to finish the Empire with the next update and work on Bretonia and Kislev after them.

There will be balance changes with the next update, keep in mind though that we plan to balance modern factions against each other. It is basically impossible to balance them against vanilla units, due to their modern nature and the unrealistic balancing system of Warhammer itself.
Not a dumb question at all, actually. This was a constant debate while developing the deployable system. The problem was, to get all functionalities we wanted to include, we had to make them a unit. And it is not possible to create a unit in Total War and not have it appear in the unit bar.
But since then more than one probelm has come up with them and the army clutter is one of them. I'm reworking them right now, as part of the 1.7 Update. I hope to at least decrease the amount of clutter.
Time for a dumb, dumb question now. Is there any way to get it so sandbags and etc. aren't added to the army bar during a battle, it makes a lot of clutter and if you put enough down, like I generally do, it restricts bringing in all your units when you have multiple large armies.
For the base engineers you need the highest infantry building as well as their tech. As long as they work they are very strong and sometimes breack the game so they are unlocked pretty late.
Regarding Karl Franz, last time I checked he worked fine for me.
Special city buildings like Altdorf don't count for the tech. You will need another province capital to unlock it.
supposedly don't have the "Town" building. I do have tier 3 and 4 settlements, is there some other prerequisite that I am missing for them? To be specific, it is the Civilian section, everything above Imperial Patriotism - Women's Suffrage - Legitimization of Unions.
I just started the game, with only the mod activated. For me it went up normally and i could start a new campaign, load an old one and start a custom battle without any issues.
Since you already have tried most of the usual solutions to this problem, i'm unsure at the moment, to how this can be solved. But on our end it works.
