Could you make a mod that changes the carrier penalty from 4 to 100? I just want to see the ocean burn.

If I might recommend an extra thing you can do to really ensure carrier primacy:
Apparently the base game has a bug where land based bombers don't have night attack penalties. It's been reported on the forums, but if you could fix that for this mod, it would make carriers even more important

finally found one, i found it weird that Paradox limited it to carriers per battle when historically a single battle will usually involve the entire Fast Task Force which comprises of around 17 carriers

This mod is already available in NSB. There are very few changes, so there is no need to update.

finally someone did it. This is, imo, how Naval should work in vanilla. You nailed the supremacy balance on the head and you managed to change the meta towards carriers while keeping other capital ships still relevant.

The After the Naval Race mod should be how the Naval Treaty works in vanilla. You either demob your navy or piss off the treaty participants. Maybe get with the mod creator and see if you could collaborate to make this a feature?
