As for regency councils and other such leaders like congresses and parliaments, they will probably go unchanged.

Ember is still a dragon, I see more regency councils, I suppose you focused on making individuals into balls but a country ruled by a council could still be represented by a countryball.

House Eyrie and Erie have Griffons, and I see a shield for the regency council for the Grifonian Empire.
