Report a translation problem
I'm not sure of why it's crashing, but I was testing a playset of 80-ish mods, and once I removed this one, it stopped crashing on startup.
On further testing, another Orbital Ring mod (Orbital Ring Buildings Updated) was also causing a startup crash.
And while Orbital Ring Buildings Updated seems to be reacting badly to another mod on my list (by itself in a playlist, the crash-before-main-menu issue didn't occur), when I put this mod in a playlist by itself, the crash-before-main-menu DID occur.

That, but for orbital rings
They change the starbases there too, basically increasing the number of modules and structures available.
