People who play dont go too servers with many mods anymore, and thats why people almost stopped to download mods that you could not repack.
2.
very sonn everyone can repack wich mods they want, change wich mods they want+++
Steam was tired of people who take vanilla items and made it too new one and claime it that nobody can use it or repack it, so Steam has say that this will be changed very soon.
3.
There is no rules on Steam about repacking or not, so steam can be sue to ban people for this, but now Steam gone change it son no worries anymore.

You can use the code for sure, repacking is not needed as the models are free to download.
You can also just use existing once from dayz

Great mod. Very modular and surprisingly easy to configure.
I do have an problem tho, for some reason I can't get a few specific items to register as ingredients for the workbench. I don't think it has to do with quantities as these items don't have that feature. Is their something I can do to make these useable ingredients and any help would be welcome.

Repacking as it is is just not allowed, but the code is free to use as i cant claim it, its a code from DayZ (all rights reserve to Bohemia) you can basically take all mods here just with your own models.

If I'm reading this right, we can use this mod on our servers and change recipes so long as we do not modify any other code?

The doubled up workbench spawn has been fixed since the last updates.

This is not a replicate of RolePlayMod it got updates to the script (fixed issues) and also new Models/UI so it is not Kactet Work anymore.

it's reworked kactet workbench, but they actually very lookalike with roleplay one. afair kactet allowed others to fork his mod. so logically this one should also be under the same rule ) but on the other hand, repack gives you nothing and only flood players hdd with unneded copy

This isn't even your mod its just reskined RolePlayMod workbench, so why would you say that:
"You are not allowed to unpack, repack, reupload the pbo or modify it"

Will work on you static Object yes. But you can also do it yourself by making a cpp file. If your not into it, dont worry, there will be a static version.
