It's still possible to use the APA early on by researching explosives and sub-maschine-guns to unluck the PA demolition and PA firetea platoons. Maybe you need to shift this to the power armor research to lock it for later.
But yeah ... APA is still OP as **** :D but fun.

PS: Oh yeah btw, when you unlock implants the tab shows up under research, but there is nothing there to click on.
