I could try make a mod that makes provinces lose population when units are engaged in combat there, but not right now since I am busy in university.

I like to play for a very long time and love to just sit back relax and build up, so this sounds rather fun I hope it works in the latest patch and will definetly try it out

Don't worry, it still works despite the launcher state it is outdated. I would like to update it but I accidentally deleted the mod file so I can't update it.

Hearts of Iron 4/common/defines/00_defines.lua. Just find the POPULATION_YEARLY_GROWTH_BASE and type in the number you want using notepad++.

I accidentally deleted your comment by mistake, 2B. But to answer your question, it does work with all versions despite the launcher showing it being outdated.

Have you check the population bar in the province menu? If you hover over it, you will see the population growth at 0.42% rather than the default growth of 0.12%.
