All testing on this mod was performed in a Survival World with Creative Tools active. It works with or without creative tools enabled.
If you put 1+ ZPM into the pedestal and they have some level of charge, the pedestal will output power at up to 15 GWh.
It does NOT output power just because you build / spawn it. Think of the ZPMs as being uranium for a reactor. Just in this case, the pedestal drains the contents of the ZPM units inserted into it rather than eating them directly (as happens with reactors & uranium)..
Just place the creative cargo and place 10 zpm modules into the creative cargo then they will be creatively filled.
Work in progress (WIP) for adding ways to obtain filled ZPMs that do not require admin rights.
Are you in a creative world or survival world? I just tested in creative world and its inf energy regardless of zpms. but seems to work correctly in survival world.

There was no known technology to charge.
The output you give with 15gw per hour, is the maximum output, isn't it? If i use less, less will be spent? Have you a specilised reactor planned to come along with these to charge them? I remember there was a cooperating species with whom humans exchanged technology and them created a reactor capable of charging these if i am not mistaken. ... been a while since i saw these hrhr
A machine could build the ZPM, but by asking extremely high quantities of ores and stone, the compression of these ores could push them to reorganize atomically to make what we want, in this case, ZPM (and they would be automatically charged, of course)
I don't know if this idea is feasible, but considering the energy benefit that is brought by the ZPM, I would find it logical that insane amounts of resources would be used for its conception (if it is possible, it would need a machine with a conveyor entrance, in order to easily load the machine)

I know it's possible in the Stargate mod, but they are excedingly rare and difficult to obtain
Maybe lootable from structure spawned on world too, like with MSE, with rarity based on planet-type?

Place multiple ZPMs into the block ‘creative auto filler’ and it will charge them to 100% . The video shows it too.
Will be adding ways to get the charged ZPMs without creative.
Of course game mechanics need based more on real FUN not real physics.
Id personally prefer the zero point generator to have a RUNNING cost of about 5 Gw. This means you would need to first build an absolute ton of batteries or other power gen in order to boot it up. But i'd set its production at 6 Gw. This means once its running, it can power itself and maintain a 1 Gw profit. Then those batteries could be used to store the power and help bring even more zpg's online.
