@Squeakers: It's called Face 37, but I have no idea where I got it from. Might be Unrestricted Customization, but I think there was some "give civilian heads as an option for soldiers".

@Hellfire: It's Xcom2's standard Reaper outfitl with a side dish of Unrestricted Customization so it will appear for normal soldiers.
