The "retired country" spirit gives a factory & dockyard production nerf, +80% resources to market, and -80% construction speed

But what does it do - whats its effect on the country?

Some countries starts with "Retired Country" national spirit, and you can remove it with this decision!

None of the focus trees are changing for me. the prospect choices are there, i think some other minor things too. Using version 10.1.4 - all other mods disabled. help?

I was trying to play as communist Spain, but in the middle of the second focus, the civil war fired, bypassing all my focuses up to the one after "Disband the army". I couldn't choose any focus, all were blocked, my leader changed to Jose Diaz, but the absolute worst part was that it didn't remove that spirit which blocked me from appointint mininsters.
