Arcade cabinets are essentially just specifically designed computers (most run a version of Linux specifically made for arcades) People with the right know-how get their hands on the arcade cabinets themselves, open them up, take out the hard drive, dump it to a computer and upload the game files online. Usually for people to make their own arcade cabinets or for use with the TeknoParrot arcade emulator.
After a week of scowering the internet I was pointed in the direction of someone who had made a script that could extract models from the files (I had to use a different program to extract the textures that encountered errors with Starscream, Skywarp and Bumblebee)
This is also why I can't get anything from the game's sequel: Shadows Rising as the game hasn't been dumped yet
