Oh no, all the sudden the mod is completely stopped working in 1.15, before it works a bit compatible with all kinds of mods.

@Max Tested it in vanilla with only this enabled and yes, the Communist do take one state. I may update it when the No Step Back is released.

I tried uninstalling all my mods so that i had vanilla game but still communists only take 1 states or sign a white peace

yes but i don't think any of my mods change the way ai is acting but i will try to disable every other mod and try the mod again
