THIS MAP IS DEAD!
And truth be told, it is a kinda crappy map anyway...not too much to it....just BLAH...
YES, there ARE METHODS AND MODS to increase the viewing distance of grass!
They DO exist! BOTH!
You just did not put forth the effort to find them.... ;)

To help any others. There are usually 2 ways to see/tell if a mod is 'dead':
#1 - Last time the mod was updated. MAKE SURE it is NOT 'completed'. If so, there SHOULD BE NO updates. If it IS complete, then you HAVE TO use #2 as a 'guide'.
#2 - How 'active' is the dev on the mod's page? Do they answer every question right away or are they off 'hiding' somewhere?
A good example of this is to look at my mod's page and you will see #2 in action VERY clearly.

In this mod's case @Deuce, BOTH apply, thus why I agree with you that this DOES appear to be a 'dead mod'.

BEWARE: ALL computers and ALL computer programs WILL SLOW DOWN (lag), the larger the number of items it must handle. This INCLUDES BUT IS NOT LIMITED TO: # of players, # of objects, size of map, # of objects to be drawn (dynamic), lighting, and MANY MORE!.
So, yes, you can 'bump it up', BUT SOMETHING ELSE WILL SLOW DOWN!

THINK...if its laggy on the server, it will ALSO BE LAGGY PLAYING SP! Remember! The PLAYER loads this map in MP!
4 things come to mind:
#1 - Sever is not setup correctly
#2 - Bad or too many mods in use (slowing things down)
#3 - All of you have 'poor' PC's which can not handle the load you are placing them under.
#4 - Some 'mod missions' like Antistasi/Liberation (and MANY others), will save things like every 30-60 seconds and these WILL CAUSE LAG! Increase the 'save time' or REMOVE IT.
Start with JUST THE MAP, test. THEN add ONE MOD AT A TIME AND TEST!

At least 3 bridges are bugged where no units can get on them

2: 099-005
3 : 102- 099
The southern end of the bridge at montelivano is bugged where a unit can get on it from the north but not get to the southern bank, it will stop before the end of the bridge.
This map is absolutely awesome and might be even better than the vanilla ones. If this issues can be fixed it would be very nice !

Due to Steam's lame 1000 character limit, I had to split this into 2 parts...
I did look a little bit further after my original post and I noticed that the some person is doing what you're wanting to do. I would suggest that they might be your 'best bet' to ask, as they ARE running a server using the 'UMB Colombia' map with the 'Antistasi' mod with no issues (and 20+ other mods too).

The above post was made about 1 month ago, so it is quite recent!
Also, though it CAN BE considered 'cheating' and/or 'underhanded', you CAN join their server and as soon as you get in, quit. Then go and 'un-PBO' their mission file and you might find what you need from THEIR mission file. In other words, your error could be on the CLIENT END. Doing what I suggested will allow you to 'check' your mission file against theirs and hopefully find your mistake! ;)
This 'advice' is very old (50+ years old). It comes from the very early days of programming and it is termed:
"Do not re-invent the wheel" - i.e., Learn from others.
Do note: You will NOT be able to use their mission file as you do NOT have their server files! Do not even try - IT *WILL* FAIL! Nothing 'bad' will happen except the server will not start, that is about all that will happen! :)

ARMA and map, then test.
I STRONGLY suspect it is NOT the map as I have NEVER HEARD OF a map working in SP yet crashing in MP. And I have been with ARMA for 22 years now, every since day one with OFP.
And there is NO WAY for us to tell you 'what is what' as there in NO CONFIG FILES LISTED!
As a former owner of 3 ARMA servers and admin on others, I am 99% sure your issue is 1 of 3:
1 - Improperly set up/configed server
2 - Bad/corrupt/out dated/missing mods
3 - Both 1 and 2
Besides, why would the Antistasi dev team say this works with this map if it did not?

We can not help you - It is impossible.
The ONLY help is to: Read on how to setup an ARMA server and TEST ONE 'PART' AT A TIME!

BUT, here is what you do:
Load ARMA, this map, and NOTHING ELSE.
And if you REALLY want to be sure, create a new ARMA profile and use it to 'test with'. Make sure your 'hardness level' is set to REGULAR and NOT VETERAN (just in case).
If it works, then it IS a setting/mod on YOUR END.
However, if it FAILS with ARMA and just this map, it is the map,

Google this: arma dying on stairs
You will see a LOT of people with this issue.
If anything, it is an OBJECT issue and NOT a MAP issue.
It will happen on stairs and not ladders 99% of the time if I remember.
There are some 'fixes' for this, and if they will work for YOU, is unknown to me.

You WILL have the SAME ISSUE ON ANY OTHER MAP THAT USES THESE SAME OBJECTS!

Question is: HAS IT BEEN INDEXED???
For the BEST RESULTS, the map NEEDS TO BE INDEXED.
This tells ALiVE where 'stuff is' in "ALiVE's terms".
The ALiVE site has info on how to do this as well as a list of all current indexed maps too.

OR
#2 - Ignore that some things will be 'limited in scope'.

As it stands now, it could be ANYTHING causing this 'unknown' error.
This mod has not been updated in approx 1.5 years, so if it was a map issue, MANY people, INCLUDING MYSELF, would ALSO HAVE THIS ISSUE IN THIS TIME - We do not.
No complaints about door issues. Just you. This POINTS (not DECLARED), that the issue might be on YOUR END.
* LOAD ONLY and make sure ARMA AND ALL REQUIRED MODS are up-to-date.
* Try creating a new profile in the launcher
I think you may have some 'bad file(s)/mods' and/or a corrupt 'ARMA System' (ARMA, mods, etc.).
'Bad' CAN mean: Outdated, misconfigured, corrupt, the mod itself is missing other required mods, not being loaded in under that profile, corrupt profile, inter-mod compatibility issues, etc. mods.
At least now, you have 'direction' in which you can proceed!

As you know, ARMA can be quite complex in things and on some games such as RDR2 or COD, weather IS part of the map, so I do understand their question.
