There was someone on the team who worked a bit on them, so that's why there's any content at all, though mostly for pre-Daybreaker.
Getting some form of militia is very good to get units out or buff what you have.
Semi common bug with hoi4 in general. Reloading the game often helps.
I was inches away from just saying 'fuck it' and dropping it.
Before Daybreaker fires, rush for the formation of the militias. This will let you get a VERY LARGE quantity of troops quickly, and if you plan on going for the LAEC formal economy path then doing the quantity militias would likely be your best bet as you can spend your focus tree time on LAEC while using the ~8(?) extra divisions you get from quantity's start.
But that's been repeated millions of times since the new launcher is shite.
Nobody here is some magical wizard that can just cast a spell of 'fix unknown problem.'
If the event isn't found, mod hasn't loaded. If it does fire and the WITH option didn't show that game then idk.

The downside to this is that with the ways I know how to spawn units that would mean every time militias get spawned you would have a new division template. It would not be difficult for the player to just swap them over to the same division template or just ignore it, but it would be a minor annoyance still.
