i checked and it seems the no major vanilla civs works by basically removing the vanilla civs, so anything that adds using a vanilla civ as a basis is not added in, so yeah if any mod work by copying from a vanilla civilization as a base seem to be removed as collateral

with the caveat that it's been over an entire decade since i worked on this, so i could just be talking out of my ass: i at one point made all the definitions for my civilizations be copied from existing ones via SQL. this was, ironically, to increase mod compatibility with any mod that changed civ artstyles or gave them new values.

so if it deletes the existing civs, this one will have nothing to copy its base definitions from.

hello! hope you having a wonderful day, i am unsure if you read these but i had to reach you out somehow because i been running into a bit of an unorthodox issue

I usually like to do some sheanigans with civilization, like putting only civs from tv series or movies, and i been playing a lot with videogame civs recently, one of the mod i use i tend to use in conjuction is this one https://steamcommunity.com/sharedfiles/filedetails/?id=442745003&searchtext=remove+civilizations which removes the major vanilla civilizations, however i been running into a fascinating weird issue where this mod actually doesn't appear, i am unsure why exactly its causing it, but as far as my testing have gone, it seem to be that these two mod are incompatible, so i wanted to throw it your way to see if maybe you can find what the problem is because it definetly is an unorthodox one

Great mod, though in a way I do wish the Cyborg Ninja were more on par with a Giant Death Robot. Then again when I look at the image of Sam that's suppose to represent them I forget that not all cyborgs in the game were powerful enough to rip the arm off a Metal Gear and slice it up with said arm.

Thanks for the response. It's just slightly annoying when you've conquered 8 city states and no extra votes, thus end up winning the game by culture as a warmonger . . . (because you have the mass majority of the world's wonders)

Iron Curtain policy is a bug with the game, but I can make a workaround when I work up the desire to update this mod. Armstrong is likely to get a pretty sizeable rework when I look at him again, so it might be a bit.

Also you should probably make the 'Iron Curtain' Policy in Order give you a Desperado Junta and not a Courthouse. I'm assuming this is unintended.

Not yet. When I get around to updating this mod again, I will see about putting Sam's model in the game. Or I'll see if anyone has ripped the generic cyborg grunt enemies from Revengeance.

From a flavor standpoint, Armstrong is an actual US politician and his organization is so entrenched in the infrastructure of Colorado that it is Denver's entire police force. So think of it as a Civilization representing a highly privatized version of the state of Colorado. (This is reflected in how all of Armstrong's cities are named after real-life Colorado cities.)

Armstrong being OP is a little funny to me; I consider him one of my weaker Civs. It should be noted that I'm balancing him against all Civilizations, not just the MGS ones. The MSF can never expand outside of conquest, but that is balanced by Mother Base being leaps and bounds ahead of any other city in the world thanks to the level-up bonuses. While I think Ocelot might be a bit behind the curve as well, do note that he can get two free settlements from going Liberty/Honor, something no other Civ can do, and both of those Cities will start with advanced infrastructure for no charge. In fact, if you're, for whatever reason, going 4 city Tradition with Ocelot, you can do it without ever entering combat by going 2 Honor and finishing Liberty.

Since all the other MGS nations seem to require conquest to grow, but Armstrong seems to have the best advantages during war, but he can still build settlements, which seems quite superior to the other factions... masssively.

I've never really played much of Metal Gear Solid's Rising. I have played MGS 2, 3, and some of 4. What I wish to know is, why is Armstrong able to form Settlements like normals civs, while the other MGS factions here take much more harder approaches? It seems Armstrong is ALOT more OP.

I believe an unique ability to gain gold when gifting (in this case, "selling") a unit to another civilization / city state that's at war with someone would be a better UA for this civ.

Like the Nau for Portugal, just restricted to warring states but with greater profit.

Probably not. I'm not going to make anywhere near as many Civs for BE; probably only three or so of them (Madoka, Big Boss, and a Gundam civ). And it'll be some time before I get started on them; got too much to finish here in Civ 5 first.

I'm having an issue with this mod.
I'm currently in the atomic era, ahead of everyone else, so congress is in the modern era. Everyone gets 3 free delegates just for membership. Duh, right?
But here's the thing: I've already conquered 2 city-states and built a Desperado Junta in each of them, and I'm at war with Germany and have 6 units in their territory, not counting my general. So that leaves me with six delegates, right? 2 from those city-states, 1 from meeting the criteria for my bonus, and 3 freebies. Right?
Wrong. All I have are the three freebies. I realize I might have not done something right, but man is this frustrating :\
