I have no idea what RIMMSQOL even is, so it's safe to say that the answer to your question is "no".
It seems to me that patches to define materials as WoodStuff or MetallicStuff or StoneStuff would be pretty easy for any mod that adds materials, and likewise patches for mods to make buildings stuffable that currently aren't or to restrict already stuffable buildings to specific stuff categories should just be a simple matter of XML patching, right?

The ability to restrict like "This can be made out of stone" or "this can be made out of metal" instead of just "this can be made out of anything things can be made out of" is also interesting.
