I doesnt. I would like to include it, but I dont think it is possible to remove the war declaration popups without breaking some functionality in other places. So unfortunately it cannot be added as far as i know.

It must have been a mod conflict i just tested it and It's working, on it's own

That is strange. I will investigate this when I finally get back to my modding PC tomorrow. I'm not sure how my mod could cause this, but I have a slight suspicion, which would involve paradox changing that event popup's name. Can you reproduce this or was it a one-time occurence?

say if you are Hungary you start non-aligned, go fascist through referendum in decisions, the event doesn't pop up when you select "Hold National Referendum" for 100pp

what referendums are you talking about? I did not remove any referendum, I dont even know what you mean
