The closest that the proto-germanic has to barbarian king would be Kuningaz Beron
Kuningaz roughly meaning Tribal father and beron as in the bear (Literal translation meaning the brown one.) a befitting translation considering that the bear was among one of the few things they would not charge with a sword unless they had no choice. so, Kuningaz Beron Can mean the bear father, or powerful tribal father.

civilizations begin advancing eras or have some mechanism for barbarians to have more
scientifically advanced units, ability to ransom captured workers for gold

That idea does sound very interesting.
It might take some time to figure out the coding, but I will look into it.
I always like it when people give their opinions.
I might try to see what I can do.
That sounds really difficult to code, but I thought it sounded cool enough to share.
