That mod's Description says "Doesn't work with any mod that overrides XcomGameState_HeadQuartersAlien" so I'd guess not.
You've probably got a mod conflict then.

No, they're all just text files.

Since I feel they are brief crackdowns that have to end because ADVENT needs those forces elsewhere. The others (except for GoneToGround) I'm keeping since it makes more sense to have them stick around unless you run a Covert Action to sabotage them or prevent them via Guerilla Op in the first place.
Does the file require a special app to read?
The suffix for an English localisation file is .int , other languages have different ones like .deu for German.
So look in XComGame.int in your WotC Steam install folder.
