You should have several vehicles after the battle for Oreokastro.
The soviet agent - small peninsula not so far from Abdera, north-west.
The american agent - north-east from Abdera airstrip, on the shore.
The british agent - on the island at the bay, don't remember the exact name. There is a boat just north from Katalaki naval base, you can use it to get to him for the first time.

On the other subject, I did some research, and load order does matter in certain situations (mainly patches), it is mentioned by BI and numerous mod authors.

Load order doesn't matter in launcher, Arma 3 mods have its own dependency system.
