My honest advice - enjoy older games. Newer ones (even stuff like Tomb Raider 2013) really quickly build up the "tolerance" to good graphics and cinematography so that you stop enjoying older stuff quickly. Plus, older stuff is cheaper now, you can simply play new games later. I almost never play anything on release, usually a year or two later - you can wait even longer.

3. Then I apologize for the misinformation. I mostly play in 1.666 in insane mode, but since I get poor performance on new maps, I go the military base and power plant route. But one day, after completing the rockshield map in insane mode with 3-5 fps with many headaches, suddenly "that part guys" started to appear on all maps. Like you said, luck I guess.
To find a GPU, go through this list from the top and buy one you can (still) afford.

You also need a power unit. You only need one with enough cables for everything (motherboard power, GPU power, etc). Generally around 600W is a good choice. Extra power it can produce is kinda a safety guarantee that it will save the PC from a sudden power surge (e.g. a thunder hit the house). Don't go cheap, fancy stuff does nothing, avoid.

Game is buggy and does not always correctly memorize that you finished it on a certain difficulty level. What you're saying might work, or it may not. Matter of luck. For this reason cheats were re-implemented to require a certain high score. Either way, no idea if it works, won't be fixed.
I'll assume PC because you can't assemble your own "gaming" laptop, and most of these suck anyway for more demanding games.
Most games require just a few cpu threads, so buy a cpu with good single-threaded performance. Just go through this list from the top and find the one you can affort.

I bought Intel Core i5-13600KF few years ago - it is barely enough, game is around 50-55 fps.
After cpu you likely have to buy a new motherboard. Just look any one up by cpu's socket in mid-range price category. No reason to go expensive, but don't go cheap either.
Based on cpu, find a custom cooler for it. Look for ones with less decibels. If possible - buy ones made of either copper or aluminum - those will move the heat away from the cpu better than some noname chiniseum, requiring fan to rotate less.
Custom cpu fan is not strictly necessary, you will likely be perfectly fine with cpu's own stock cooler, but since you're going to stress cpu with this game - might as well but one. Brand doesn't matter, and don't waste on colorful crap, you won't look at it anyway.
Be careful when applying thermal paste on cpu - you only need a drop or two.
Based on motherboard's RAM sockets - find RAM. With modern gaming you need at least 16 GB. Don't go lower. Socket matters, frequencies and other crap - not so much. Don't throw money on "gayming" ram, zero benefits. I have 33 GB and I can run 2 UE editors at once (even need that sometime).
Based on motherboard - it may or may not fit into your old PC case (assuming you have one). Don't spend money on it, buy cheapest that fits, you won't look at it anyway. Don't waste money on extra coolers / fans, it doesn't change shit unless you're overclocking or doing other fancy PC shit.
Assuming you have old PC - try re-using same GPU first. Hatred is CPU-intensive and new cpu might be enough to bump the fps count. If not - you don't need high-end. I currently have GeForce RTX 3060 for modern stuff but even 1060 could do the trick. I think, don't quote me on this.
If you still have cash - by modern SSD, those are called NVMe - they look like small sticks that is inserted directly into the motherboard. 500 GB is enough to install few steam games. This is mostly a requirement for modern games. Hatred is okay with HDDs, but definitely loads faster on SSDs. Gameplay-wise it is the same.

2. Where can I find older versions of the 1.666? Especially the versions where the old Manhunt 2 music and house map are less cloudy and bright.
@H0LL0WP01NT91 I was also confused for a long time with the same situation like yours but I figured it out. I don't want to say for sure since even the developers said this is broken, but if you start the game from the beginning and follow the new maps and finish the game in insane mode, those guys will now appear on all maps. (This doesn't work at the end of the Power plant level.)
Unfortunately this is broken and won't be fixed.

Glad you like it, I found it suiting to the game's arcade-ish gameplay.

Notes:
1 - Colored version is same as original one except literally just 2 textures. Hair was made to look colored with the change of the material (shader). Coatless version is same as base one except 2 textures (hair and lower part of coat) were replaced with transparent ones - I forgot to include it, but you can create one yourself.
2 - I'm not sure how useful are those files because there is no way to export materials from the Editor. I think your best bet is to install the Editor yourself in order to inspect the mesh and materials.
3 - Feel free to ask me direct questions in DC's Discord. I can also provide "extra" Editor files that are needed to start it.
Do you need just the updated texture or everything? I'd assume after 10 years gmod should at least have the base black & white model.
