Add a government section (Not the political redirection section) It would allow you to do increase your stability, political power gain, war support and some national spirits, etc
for example, i was thinking two paths, one provides defensive buffs and another path or offense buffs. they wouldn't be mutually exclusive until the last 1 or 2 focuses, which would be something like Last Stand <-> Total Victory
the buffs would be similar to the ones in the game, such as Romania's coastal ships, germany's fortification advisor, etc. The Last Stand would give scraping the barrel law, and lower capitulation limit, while the Total Victory provides strong buffs to offense.
For me, minors need this amount of manpower to be playable.
You'd better check whether there is a conflict with other mods.
I still think it is balanced so no changes will be made.
