I'm new to this Harmony patching thing and still learning, so I thought I'd take a look and see if I could figure out what the problem is. I think the bool argument just needs to be removed from Log.Message because there's no method in 1.5 to take it.

Flak jackets and pants could be superior to a power armor of the same quality only if a material with 300% armor existed, but hyperweave, the thoughest vanilla material only have 200%.
Quality is going to be your biggest concern, a legendary flak jacket made of tough leather (bearskin or wolfskin for instance) is going to be thougher than a normal quality power armor
This goes well with the "Thick Armor" mod. That mod kinda balances the multi layer armor advantage you get thus making power armor stronger. so no, with that mod there wont be an issue of flak armor beeing better then power armor.
If anyone knows if this will work in 1.3 I'd love to know. I'm still testing out my current mod mix so I'm not ready to test it myself yet, but if I do I'll post here again.
