It is practically impossible to hold the front line perfectly, especially early on, because the BETA get powerful attack boosts every few months. It's really annoying as the Soviets because it takes a million years to retreat from the massive Siberian provinces.
The best thing I can say is that you need to try and hold out until their offensive modifiers run out, then push back into your original front line. If the hive is at a very low phase and it's not their core territory, they basically won't be able to stop you.

And yeah, the anti-laser ordinance vaporizing as fast as it does is really annoying. You basically have to micromanage it and pull out of an air zone if you see a ton of enemy fighters, then put them back in if/when you see them leave. Having CAS and naval bombardment bonuses against a hive is way too good to pass up.

This is probably not the answer you are looking for, but when I played as the Soviet Union, I researched the railgun ("anti-tank") very early and created a 40 width TSF template with it. I was also rushing my land doctrine when I could for the massive TSF combat bonuses.
Pushing the Evensk hive with fifteen of the 20width TSF divisions and the one railgun division from 2 provinces let me fill the combat width and have reserves as back up. The normal TSF brigades move into provinces very fast and I was capable of doing enough damage to the spawning garrison divisions that they were not too much of an issue. That strategy let me start an offensive by early 2001.

Attacking a hive from every direction with a lot of units still in it can actually be very inconvenient because the hive terrain gives massive combat width, meaning the BETA can bring more of their units to reinforce at a time: they will almost always deal more damage than you if you're not assaulting with TSFs.
