Once you get to 90% with the claim, buy your mercenaries 12 to 16k is more than enough which you can get from 3 places nearby. Always get the best general.
By now you should be flowing in money, don't worry if you loose some.
If phrygia declares war upon you, peace out by giving them bithynia, and wait for thrace to attack, trust me, it will come, don't panic if both attack, try to peace out phrygia cause thrace is really not a threat, they don't have many troops
You will win your wars with money and mercenaries not with your own army, in my latest campaign I had the same 12k up to 510 when I decided to invest in army
First thing to do is to setup your ideas, you should try to get the bonus cause it's very good with byzantium. Also lower navy and fort maintenance.
Second thing is the trade, what I choose is 3 cloth and 2 furs ***get all your cloth from phrygia*** it will improve your relation with them and delay the war.
Also don't buy every invention right of the start, just buy the starting experience, the commerce, the national taxe, the claim fabrication and the moral recovery one.
Then come army... don't build any until your claim on bithynia is at 80%, get up to 12k, only archers
While waiting for your claim, improve relation with Phrygia, Macedon and Thrace in that order, also to delay the inevitable war
