-Optimized alot of the mod

-Fixed issue where all countries could build the wonders even if they do not posess Constantinopolis
-Fixed issue where you could not take the decision Roman Influence with Byzance
-Fixed issue where as Byzance you could stil build the wonders even if you didn't had the city of Constantinopolis (the city would still get the effects)
-Added the ability for Rome to move it's capital to Constantinopolis and build all the wonders
