New Mexico/Tierra de Encanto used to be under Spanish colonial rule and later was part of Mexico, until most of it was basically annexed by the USA in 1848 at the end of the Mexican-American War, when they forced the Mexican government to sign the Treaty of Guadalupe Hidalgo and hand over the land around the conquered Santa Fe.
And in 1953 the USA bought land south of the Gila River off of Mexico, which became the southern parts of modern day New Mexico and Arizona.
Let's be frank, Soldier's definition of "AMERICA!" is basically "where-ever I am". :-P He said in the comics that New York isn't part of (his) America. Okay then, Soldier.
