Additionally, I know from Kaiseriech, that it is possible to have focuses that just grant you a technology, so it might be cool to say, you can go Traditional Marina, and still get some form of Radar from a german collaboration, in the form of as soon as you do the collaboration, you get radar tech 1.
In terms of difficulty of implementation, I think you could just make Dr Tibero a Computing Genius in the Theorist category with buffs to all computing techs.
Ideally, the debuffs would affect radar and carriers, but through a choice between Battleship and Aircraft carriers you would essentially choose how to prepare the navy. If battleship route, Italy would receive buffs to refit speed or capital ship production. Alternatively Italy could pursue a reformist Marina, that would see it lose gunnery research benefits and refit speed, but gain carrier production speed and naval airforce research buffs. I think it would also be good if this cost some political power per turn or decreased production speed on capital ships (representing resistance from the airforce for starting a marine aircraft department and the costs of focusing on carrier production for a nation like Italy)
