OK I've worked out what I was doing wrong. To spawn the books you have to make yourself admin, then open the admin panel. On the right where there's a list of stuff, click on the "other" tab, then scroll right to the bottom. The books to learn everything are there. You can't spawn them via console command like I was trying to do. Shani should really mention that in the mod description.
9/10 modders knows that putting it as a hidden post it note -A Key Detail By The By- is a horrifyingly Stupid thing to do, Especially since damn near every single construction mod does NOT require you to obtain a Recipe Book to make the thing you download, it's in your Inventory Crafting or the Hammer after unlocking it's Feat and for good bloody reasons.
Don't try to white knight their poor decision.
