Importantly, the following bugfix mods have been integrated into Highlander and you no longer need them:

They DO NOT conflict with Highlander, but there's no reason to use them either. You may still want to use the Charges Fix mod if you want to set non-default amount of bonus Revival Protocol Charges, which is currently 1/1/2.
Mentioned features will make it into the Highlander eventually.
AML reports as Dependencies what mod authors have put on their mod's Workshop page. Shouldn't be an issue.
Published an update. Two important changes are:
Bugfix: Tentative fix for the crash that sometimes occurred while firing weapons or using grapple. May fix Templar Channel crash as well.
Performance: added DLC Hook Manager to call DLC methods only from DLC Infos that actually implement them. This should make frametime spikes less pronounced.
These features are very experimental, please keep an eye out for anything weird.
Fix will be added when it's ready.
It seems all of these issues are caused by the fix to the memory leak associated with firing projectiles that was added in 1.22, so until the fix for the crashes is published, if you don't have any mods that require a version newer than that, you can roll back to 1.21, previous releases are available here: https://github.com/X2CommunityCore/X2WOTCCommunityHighlander/releases
For this version we're going to try something different. Rather than publishing one big update all at once, we're going to gradually add new features without changing the version number.

Copying the Highlander's CookedPCConsole folder into %USERPROFILE%\Documents\My Games\XCOM2 War of the Chosen\XComGame lets the game load "normally"
I honestly don't remember. Currently no plans for that, but it's not out of the question either.
There's no harm in still using Weapon Fixes alongside BETA Highlander if you still need Weapon Fixes for something. In case of SPARK Arsenal, Weapon Fixes is required to fix visualization for Incinerators, so you should keep it.

There are no fixes in this update that will help you resolve that issue.
Update to v1.28.0 was published. This release brings mostly bugfixes, particularly, it integrates many bugfixes from the MrNice's Weapon Fixes mod.
Update to 1.27.1 was published. This release is nearly identical to 1.27.0, we've just reverted one of the smaller bugfixes, as that caused another bug.
It does not change the parameters themselves, but it does fix the underlying code so that REACTION_DASHING_FINALMOD actually gets used.
