Report a translation problem
The restrictions are implemented in event DRD.4, in events/DRD_priest_nomination_events.txt (ll. 169-170 controls_religion = no lower_tier_than = KING). If you know a bit of modding or want to experiment by yourself, you can either remove the lines, or make a copy of the event that fires ONLY for king-tier theocracies and religious heads.
The problem might be specific to your installation, and probably has something to do with the image itself (gfx/interface/reformation/religion_feautre_divine_right.dds) or its link to the interface interface/DRD_religion_reformation.gfx).
The quickest and dirtiest fix would be to copy the vanilla religions file into a mod to add them all back in the game, but I can't guarantee there won't be side-effects. There SHOULD not be, given that no character or province would follow those religions, but. You know.
The simplest workaround is to make sure the mod loads FULLY after AGoT, and the simplest way to do that is as follows:
1) Copy divine_right_doctrine.mod.mod to e.g divine_right_doctrine_AGOT.mod
2) Open the new file and modify the name entry to e.g "Divine Right Doctrine for AGOT"
3) Add the following line: dependencies = { "A Game of Thrones" }
@Hydra57 that's actually something I intended to do, until CK3 was announced and it was immediately clear religions would be much, much more modulable than they are in CK2.
To be honest, I have a LOT more ideas for Crusader Kings content, but they are so much more suited to CK3's new core mechanics that I can no longer manage to invest myself into CK2 modding. I'm basically left waiting for the next game and hoping it turns out well.
In any case, the doctrine was never supposed to be as blatantly powerful as, say, Meritocracy. The intended balance point is more between Astrology and Divine Marriage.
As for vassal opinion bonuses, the next major version will implement a way to obtain the T3 Crowned trait from Hierocratic heads. Temporal leadership will also give access to the T3 trait (if the RH is a vassal), Self-Crowned, AND a special bonus for the RH.
I also want my coronation event chain to give the Strong/Weak Basileus trait instead of the vanilla Crowned ones when applicable, but this is going to take a bit more work.

Adding it to an ongoing HIP game will also require Christian rulers with a HIP-style Crowned trait to get crowned again with the Divine Right event chain. This is not really a problem, but I intend to fix this behavior to make it more consistent with how HIP already treats the vanilla chain (as converts to Catholicism don't have to do that).

In other news, a major update is coming in the next few weeks to add options for Muslims and Temporal heads (Caliphs/Fylkirs will not crown anyone but themselves or, reluctantly, their overlord), as well as the possibility to raise a Hierocratic head to Pope-like status.
It will also include compatibility with my new mod, which should be posted at the same time.
First of all, the shield-shaped interface and preparation time between the Pope using his casus belli and the actual war declaration are both tied to a parameter named use_new_crusade. It can only be changed statically inside each religion's definition block, which requires to override the entire file, and it will affect any CB with is_crusade = yes.
This impossibility to switch back to old-style, Jihad-like GHW is a major issue for reformable religions, especially since new-style crusades expect the religious head to be unplayable.
And, even after doing all this, we are still at the mercy of hardcoded mechanics in the game's executable and the hidden bugs that might emerge from, say, concurrent crusades.
Unfortunately, the College of Cardinals is mostly hardcoded. To my knowledge, the only way to mod its election process is by short-circuiting altogether by distributing the available "cardinal" titles yourself. before the game does. Which kind of ruins the purpose of the "Your Candidate / Expected Successor" interface...
Thank you for directing me to that mod, already very much enjoying it. I agree the Pope thing having like a unique function beyond just additional crowning would be awesome. Also if you were able to modify or make your own version of the apolistic faction would you be able to make it to where they have like unique ways of choosing new "cardinals" like maybe your religion values strength so high martial skilled priests are valued above just learning. Perhaps you could make i guess synergistic things such as if you take aimistic you could perform rituals every so often where if you choose Hauspercy you could do a grand astronomical study? apologies for the bombardment of ideas being thrown at you XD
If the nomination goes through, next time a theocratic vassal of your religion dies, you will be given the option to have your candidate receive their titles.
As for HIP... short answer: in theory yes, in practice mostly.
Longer answer: EMF/HIP already implements its own coronation decisions. A player or AI ruler with access to one of these decisions AND the one added by Divine Right could take both of them at the same time, go through both event chains independently, and obtain two "Crowned" traits (vanilla and EMF). While not game-breaking, this is not the intended behavior.
I found a way to disable EMF coronations for religions that have access to the Divine Right version, so this should be fixed in the next version.
A simple "Create Pope" decision could be added to the mod. The concept has potential beyond the scope of fancy coronation ceremonies, however, and I think it deserves to be spun off into its own mod.
