It's done via another mod:

To release Slovakia or Geman minor states I needed to edit additional decsion files to allow the Player to give these nations cores without the use of the focus trees. Yet again - I only wanted to give the Player an option to form these without changing the AI behavior during peace conferences - that's why it's done via decisions and via separate mod.
This mod doesn't affect the AI. The AI never releases nations outside of events/focus trees/decisions.

I just updated it. Maybe it didn't download.
@Paxton Fettel
I fixed it - it should work now. It seems that I missed part of the script that blocked the Soviet Union and Spain from releasing nations based on their DLC focus trees.
The mod doesn't change the AI behavior nor adds any events after the war.
It just enables the player to release the nations freely without the need to use focus trees.
I made this mod because I often like to release other nations in the late game (to make the borders clean and believable) and without this mod it's often impossible to do so, if you play with the DLCs and already chose the wrong focuses in the early game.
I didn't change any capital cities in this mod :)
It's done
I was unable to enjoy a single game since La Resistance was released.
Obviously isn't your fault the AI is insane and doesn't care about lagging the game to death.
The mod is up to date.
France can release all of it's puppets without any mods. Only the UK was limited and couldn't release them.
Unfortunately Tiles Galore overwrites the "diplomacy_scripted_triggers.txt" (which is also overwritten by my mod) so the mods won't be compatible.
Two easy ways you could fix it yourself:
1. go to "Tiles Galore" mod folder, find "diplomacy_scripted_triggers.txt" files in "common/scripted_triggers", open the file, find the part called "DIPLOMACY_RELEASE_NATION_ENABLE_TRIGGER" and erase it entirely. Save the file and you should be able to release nations as UK by using the file from Tiles Galore
OR
2. force my mod to load later than Tiles Galore - open "C:\Users\[your user name]\Documents\Paradox Interactive\Hearts of Iron IV\mod", find "ugc_1702209487.mod", open it and in the file change the name of the mod: "name="zRelease Every Nation as the UK (decolonization quick fix)". Adding "z" before the mod name will force the game to load it after Tiles Galore.
Yes, you will only need it if you have Man the Guns. If you don't have man the guns it will do literally nothing.
Right now I am focused on my new flag mod and other smaller projects, but if I had time I would like to make another mod like this that unlocks all of the ministers from national focus trees, so you can hire communist propaganda guy even when you earlier picked fascist focus branch and so on.
