i assume anyone who plays civ recruits liang anyway, since the extra charge on builders is pretty strong. so that might be a lot of work getting it to function for a restriction that wont apply in the vast majority of games...

Great idea!

Fishery is such a great (and necessary) improvement on many maps this should be the case. However maybe it should become activated in mid-game. Instead in GS we get that quite ridiculous Sea stead improvement very late game.

I like the suggestion @Angelhearth is making: allow the Fishery to be built in any city, as long as you've at least invested in getting Liang and her Aquaculture promotion.

It'd feel a bit more legit for me anyway

I would have loved to see a mod where you need Liang, but not necessarily in the city you want to build the fisheries. IE. Only those with Liang can build fisheries, and they can then build them in all cities.

Yes, the governor still gives her bonus. There is one hiccup, which is that if you promote her while in a city that already has fisheries, you might have to reassign her before the bonus is calculated.

Does the governor still give the bonus to fisheries? If it does, I think that could be decently balanced.
