About the upgrading, the AI did upgrade quite a few units, though I'm not sure how many, since she also pumped out quite a lot of new units. The main issue was that she increased her lead in technology from 6 techs to 11, which totally destroyed my initial advantage.
Concerning a downgrade, the main issue is that her huge cities have such a massive tech and production output, that with each tech building that scales with population she gets a massive boost.
I would take out the +1 food from her trait (for the capital) and maybe regulate her with happiness, because as it stands she has both population and the neccesary happiness to support it.
But either way thanks for the mod (and for the Bhava Agra one, really like Tenshi and had a great game with it).
Do you have any plans for new mods? I was quite astonished to see all these new Girl's Frontline mods, despite the fact that Civ VI is out (which I think is really awful, by the way).
I do have several questions and feedbacks
For one, I do agree that Kar98k is on the weaker side in the GFL civs spectrum and FNC is among the GFL civs a leader that the AI can handle fairly well. May I ask if you were using Civ IV Traits, though?
On the other hand, I'm geniunely surprised that AI actually upgraded units that far, since I never see AIs upgrade their units that diligently. FNC definitely got stuff that's easier on the AI (and the player) for that matter, how do you suggest I give FNC a bit of a hit?
I think she's manageable if you use a quite strong Civ, but she's rather over the top if you use weaker Civs (and Kar98k is considerably weaker).

My hypothesis is that the changeMove code is the source of the issue, but I want to confirm whether or not it's just limited to cities that sit on the luxury, or if it happened to cities that aren't on a luxury resource.

Very strange, since I doubled checked and did not see anything that would have given FNC extra trade routes, and checked lua to see if it mismatched but no.
Do you have screenshots?
From what I've seen, I think it has something to do with money trade routes to other major civs because my caravan trading to China never stopped. Sorry if it's not to go off a lot of, it's all I know about it.
On the other hand, my first AI tests with IWS-2000 and FNC were quite interesting: IWS-2000 was a late-bloomer at best, doing mediocre at best in early game while I only ran FNC once and saw FNC with a huge arse capital, although that's probably because FNC had an abundance of wheat around the capital and went Tradition first for massive growth so I venture FNC won't be as overwhelming without such starts.
Also, did you pull for and did you get Thumbelina?
That's a good point, the 25% combat bonus on top would make it better than a standard 1-turn fortify, but still, I don't think Candy Witches are op since their stats are no better otherwise. Useful in the right circumstances, but I don't think one is going to win wars with Candy Witches' bonus alone
I can see where you're coming from with that logic but to me, I see it as a slightly weaker fortify bonus with a better heal... unless you have to end the turn on it. If you don't have to end your turn on it, you could essentially have a bunch witches "moving" to get better heals and be an offensive defensive unit (i.e. even though you're defending, you still attack their units cause you have the 25% bonus and a 25 heal).
As for the Candy Witch, hear me out here - first of all, the heal is once per turn, and IMO is balanced by the fact that moving would deny them the ability to fortify.
FNC's UA count before or after you improve it?
After. The UA only counts resources that you can trade away, so it only counts developed resources, although you do not need to work it, as luxuries FNC gets from trading or city-states are also eligible for the bonus. However, if FNC trades away her last copy of a luxury, FNC loses that bonus. Also, I should also state that duplicate copies do not provide stacking bonuses: having 2 silk ready to trade only will give +1 of the yields for having Silk available, not +2 for having 2 units of Silk at the disposal.
Not specific enough, although I've concluded (thanks to Graggot who has provided specific examples of what could be construed as OP) that I would like to remove the Great General Extra range from Antimateriel Rifle and the Happiness from the Confectioner.

Actually my 3 packs each had different reasons
My first pack (NTW-20, Grizzly, IDW, MP40) were based on my early experiences (NTW-20 and Grizzly being my first 5 stars)
My second pack consists of personal favorites, and this third pack is aimed at representing each rarity (LWMMG 2 star, FNC 3 star, BAR 4 star, and IWS-2000 5 star)
Yeah I should take english screenies too, but it is an hassle switching every so often, but yeah, when another mod comes I'll do what you suggested
I'm glad you took the good with the bad there. But what about the english screenshots? From what I can gather, you're either fluent or damn good.

I'm quite surprised, although I'm thankful that you decided to pull out some constructive criticism. In retrospect, I suppose the +1 Range with Great General on is lua for lua's sake and is better off removed. Now I haven't done extensive playtesting on them and I will defer on balancing for now, but my other AIs were generally lackluster at best. (Thank god that you see it as borderline OP and not stupidly OP)
Now, about the idea of sexualization, I actually agree with you on the idea that sexualization is distasteful (especially underage girls), and as such one of them I picked a skin that showed less skin.

If you have to ask what X is. There is always google and wikipedia especially in this day and age.
And if you don't like this kind of stuff, it would be polite to not mention how you view it as "cancerous anime games" and "that's just wrong" It is a very baiting topic considering the mod and its targeted audience.
Anime hatred aside, this needs some serious rebalancing along with some english screenshots, considering this mod page is in english
Also, what even is Girls Frontline? Is is one of those cancerous anime games set around oversexualizing underage girls. Because that's just wrong.
