I don't remember i specifically did something to achieve that effect. But i remember i did change the placement mode:

I find these assets can be elevated using move it, and won't cause ground being paged up, can you tell us what;s your magic tips?

ahhh. Regarding attracting people like a park, there is actually a "Hang Around Marker" placed in the asset. It will and should attract people like a park. With Rico mod and an Anarchy mod, you can actually plop them onto any asset!

Is it possible to make these (or your next set) to be ploppable as a park instead of a low commercial? That way it would attract people, and could be plopped like a prop or asset onto a larger asset, such as a parking lot or in a park, or even as a fair of sorts.

In most places in Canada & the US these huckster gatherings are called Flea Markets or Antique Shows. I don't know exactly the origin of the term "Flea Market" but it is NOT used as a derogatory term now a days. The people who run them all call them that now.

oh just to let you know about your market stalls since you mentioned it below -for normal growables i found them appearing when i did 1x1 tiles with low density.

Yup! and also, these building does not requires a road to be placed!
but of course, you will have to use "Move it" mod to move it closer to the pedestrian path

@aureliozl3 you either use Find It! mod to find them and plop them manually, or use Building Theme mod, create a new theme that only contains them, and assign to destinated zone.
