why only vest with mod would been cool if the whole set had mod but vest?

They're very unlikely to because he's got a different color palette, has different animations and runs about 20% faster.

Noobies might confuse someone wearing this for the Spy, perhaps make it more distinct somehow, like racing stripes on the sleeves. I know that sounds goofy but it would fit. Or maybe make the coat flaps shorter and pointier.

Scout is not Mystery man like his dad/Spy. Scout does fit the PRIVATE INVESTIGATOR theme this set is going for!

Not...really, The game itself is not really to cannon to the actual character's personality and i dont think the cosmetics are really there to really match the mercenaries as they are to match the PLAYER'S personality. heavy doesent really seem like the type of guy to wear the 'Heavy Tourism" item, and yet it still was excepted by valve to be worn because its just a silly cosmetic.

People have to understand TF2's Art Style has to match with its mercenaries ....

That being said, Scout is and forever will be a baseball player! He CANNOT Take the role of Spy (his dad)

Scout needs to have more merc and badass type cosmetics not "lulz, scout is a dumb idiot" selection.

Adding a gloves and pants with fancy shoes would work nicely for this, as well as a cigarless option for the hat.

It looks cool, but doesn't really fit the scout. Then again, we do have people running around with banana heads.

Yeah in the same way the hot case is a chicago overcoat for pyro. Ie they're noir themed overcoats with hats
