Okay....
-You start of with way too many troops. 11 Infantry troops is way too much and the fact that you do not have ANY Infantry Equipment starting off just ruins Baltica's Army. Start with about 4 or 6 Basic Infantry Division templates (the 3x3 Infantry template) and 2 or 3 Cavalry Devisions (2x3 Cavalry Template).
-The two research slots make no sense. In vanilla, all the Baltic States started with 3 slots.
-Also, there would be no way that Baltica could be Democratic. The country would most likely be run by a oligarchy or council, like most Eastern European Countries at the time. (Maybe let the Baltic Duma be the leader for Non-Aligned).
It seems to me, or is it somehow not historical
