The building information says it provides garrison, but it doesn't exist.
You have to just check for yourself. I think the load order is FOK then COK. I did use AD878 skins with them and I think my load order was AD, FOK and then COK?
Anno Domini 878 are still updated the Kings and General skins on campaign map and battles, looks pretty cool.

But what is the best level of difficulty for campaign and diplomacy?
Play hard, hard and normal battles.
I am now with wessex in 897 and it has become very easy since the other factions no longer have full armies in the field, Northumbria is large but has no armies.
East Anglia too, but it was easy for me to take it.
Only the Vikings sometimes have strong armies.
It seems to be working fine for me. Are you having problems?
