No, its added by an event that can only be triggered through the command console.

This is a good mod, and it's durable in that it works across updates.

My request: could you make some sort of 'light' version that only adds 25% special forces cap?

Worked fine for me in-game. It'll have the red exclamation mark until OP updates the game version number, but that doesn't affect the mod in any way.

This mod should continue to work whenever Paradox updates HOI4 as it is reliant on a single variable in the game that I doubt they will change.
