if I recall correctly the bug also happens as long as the squad is out of targetable/view range? for instance I remember seeing a video where the player abused it to cheese snipe off the berserker

I don't see ANY other enemy do this in my time of 1.3k+ hours into this game, and as RalityMachina confirms, that's a bug.
I wasn't saying that standing in the open, running around, while concealed, is RM's fault, I said AFTER engaging me (see my listed table of events) they didn't care to get cover, even though they had the opportunity to do so, since it was their turn.
If they're doing so while they can't engage any enemies, yeah that's the game's fault (it can't really handle no combatants that well, it's not a situation the game's designed for.)

Here's the sequences of events, in case it matters:
>Reaper blows up a car remotely
>Asari squad runs around for a few turns standing in the open
>My concealment eventually breaks
>Next turn 2 of 3 keep standing there, exposed, shooting, instead of heading to cover
>1 actually moved before shooting

I believe that's one of the Miranda Squadmate mods. One of the various Mass Effect cosmetic mods out there.
Initially rupturing me means that whatever attack hits the soldier after is likely gonna kill him outright (talking early campaign here, bordering on mid game, without advanced troups having shown up yet, or advanced troopers).
It's just really frustrating, They have a butt load of health, and on top can attack two times. That's insane at least for their damage output. Having one as a pod leader is tolerable, but man... at least make able to force them to reposition to risk-manage strategically.
It's REALLY OP that they are constantly spawning in pods of 3+ of their own kind, which means if I can't kill that pod before their turn (which is super likely given their extreme amount of health and regenerative health), then I have to suffer 6+ attack alone from them.
THEN I also can't force them to reposition, so I at least don't have to deal with both of their attacks, but only one, when I destroy their cover. No, they keep sitting in the open and forfeit their own safety just so they can continue blasting me continually.
