Yes, you just need to do it manually, everyone can colonize.
The pictures on the mod page explain it pretty well.

No after I’m on 1.5.4 and after I posted that comment I got the chance to colonize Eritrea so I figured it out

Ok, really quick, are you on HOI4 1.4.2 when using this mod? if not, there is a 1.5.1 version (colonization 2.1) a version in 1.3.3 (Colonization) and a version in 1.5.4 (Colonization 1.5.4). This mod has been Re-uploaded a lot.
If you are on 1.4.2, it might be due to lack of Political power, or just due to the fact that I couldn't update this at all and had to re-upload.

Colonization 2.1 should work in 1.5.4, it just doesn't want to update again.

no I found it under the new name but it isn't updated to 5.0

It seems I have to re-upload this mod for it to update because I changed the name in the workshop and then somehow broke the mod file so that it won't appear in the HOI4 launcher... sorry about that.

I will update this after the Next HOI4 update, I will soon make any land colonizable via sub mods, probably work with some custom names (maybe flags for colonies?) and a bunch of other stuff, but I might need some help developing this.

It *should* be like a normal country, but it also controls South America, so you'd have to go there too. If you can do that and get a peace deal, then It won't break the game.

Update : I was given Eritrea and currently have Rommel Stationed in Ethiopia ready for Conquest against the smelly Brits, but Now only Sub-Saharan Africa and Zimbabwe are still free, waited a year, and no one's taken it. I just want to know, if you declare war against the free land, can you take it? or what happens? Or is it like any other country?

No Problem, +Awesomenote, I will try to improve on the original mod, but I just don't have much time, and the time I have left has been stolen by the Old World Blues Mod.
