well anyone can get good at shooting if they practice, Especially when they live in the middle of no where with the constant threat of an attack.
The first WOTC mission with resistance soldiers I played I thought it was awesome how the reistance fighters put up such a heroic fight, and for me personally I still do like it so I won't be putting the mod on, but it does adress the oddity that the resistance fighters are far better shots than your expert killsquad.
Side note, I think it's because they don't have formal XCOM training that they can hit their targets. :D
But anyway don't let us or this discourage you from sharing your other tweaks.
The immersion is bad because XCOM doesn't share its resources with them while taking their. Maybe it's time for "logical rebels" when XCOM can upgrade their equipment (not just from AM radio to FM radio) and they'll actually use it.

And now seriously (but I think my shitposting was funny), thematically XCOM falls short in many places and this is one of them. When soldiers have bios that they are experienced or even story characters (Zhange, Anette, Mox, Elena etc) when we see them kick ass and then being Samus-ed to armcanon and jump only the problem is that they're held back. Reward soliders should either start at higher rank or start at squadee but gain bonus to EXP until they reach the level they're supposed to be (even if it's only sargent).

There's nothing more annoying that having to waste 20 seconds every turn watching 7+ AIs missing their attacks on the enemies, while the Hunter constantly trolling me and 4 berserkers murdering the entire haven lol.
I think the major flaw with how this type of retaliation work is that the ADVENT do not spends every units shooting the militias (and tends to outright ignore them in favor of unarmed civilians)
As teh1archon pointed out, while they have absurd accuracy, they also tends to get hit by pretty much every thing so easily.
In my opinion, I'd give them high aims (75-85), but simply don't make their health scales, and their damage output not as high as vanilla. That'd probably be better.
Not trying to offend you, but these people has to at least be competent enough to supply us with selectable operations, this including contacting VIPs, setting up devices, marking generals, and all sorts of stuffs. It makes sense for them to be well trailed, just not well equipped.
Vanilla resistance soldiers hit from 10 shots 9 times. With my fix they they hit from 10 shots about 4-5 times. Before this fix I watched how those npc soldiers killed one faceless with 12 hp and damaged another units in only one turn. I don't want to watch this game, i want to play it.
