In 'bin', there's an application called 'p2map_publish'. Simply run that, and you're good to go!
Anyway, a demo is recorded simply by typing "record [demo name]" into console, and then it will record everything until you type "stop" into console. They're stored in the steamapps/common/portal 2/portal2 directory. Hope that helps!
