Possibly. If something else affects support equipment, it could overwrite this.

Usually using the direct download fixes the issue. Sometimes Steam doesn't download mods properly. Hopefully that helps.

I cant understand why, when I try to download this, it says "This mod is missing a descriptor file"

Is it me or anything broken with this mod? Any suggestions?

In HOI4, the yellow symbol just warns that it isn't stated to be 1.12 not that it won't work. I can assure you however that the only difference between this mod being stated as 1.12 and 1.7 is the version number. There would be no difference in any other way.

Simply put, I can't reproduce this issue. I don't know what is causing it, but I can start up the game and start playing just fine. So there is nothing for me to fix and all updating will do is change the version number. I'm sorry for the inconvenience and inability to resolve you particular grievance.

Shouldn't be necessarily, the related base game files haven't been updated since 2019. This should still work as intended.

Actually, it doesn't need to be updated, as the files still haven't been touched by either 1.7 or 1.7.1. So it should work without any problems.
