Maybe because Caverns are, technically, "impassable" mountains.
If I had to guess it is some mod incompatibility.
I have heard of mods in the past that are not compatible with Prepare Landing.
One thing worth a try is disable 'precise world generation' setting, turning it off is not a huge loss anyways.
